Question
Is the intent of section 403.6.1 to require more than two FSAE in a building with more than one stair and elevator cores and where a floor is separated by a demising partition?

Yes, the intent is to have a minimum of two FSAE available in case one is inoperable. Your comments appear to indicate the two FSAE are not available to all occupants on each floor, as they do not communicate by a corridor.
