Does the temporary encroachment created by the chair while it is in motion constitute an obstruction of the required means of egress under the FBC?

Yes, in accordance with exception 3, the stair encroachment by the chair lift only applies to stairs within the dwelling unit, not the common stairway shared between two dwelling units in an R-2 occupancy. However, if the chair lift was installed within the dwelling unit, the 20-inch clear passage would be measured to the most protruding point of the lift when stationary. in the folded position
