Question
Is it the intent of FBC Residential Section R703.4 to require peel-and-stick flashing tape on a wood buck face that is flush with or recessed behind an existing exterior stucco finish, where such tape cannot extend to the surface of the exterior wall finish or to the water-resistive barrier for subsequent drainage?

FBC Building Section 1405.4 Flashing is where we need to go. 1. Exterior window and door openings. Flashing at exterior window and door openings shall extend to the surface of the exterior wall finish or to the water resistive barrier for subsequent drainage... Nothing beyond this sentence states otherwise. Materials other than "peel-and-stick flashing tape" are permissible and may better lend themselves to achieving this requirement.
