Does the FBC-A 604.8.2.2 requirement for compliance with FBC-A 404 therefore require 12" clearance at the latch/push side of the accessible toilet compartment's self-closing door?

No. Not for a regular toilet compartment (like with a toilet partition system)
Commentary
Not for a regular toilet compartment and not for an ambulatory accessible toilet compartment. 604.8.2.2 governs ambulatory accessible toilet compartments and figure 604.8.2.2 clearly shows it does not require the 12" clearance. The proper clearance is already built into the wheelchair accessible toilet compartment in 604.8.1.2 and figure 604.8.1.2
