Are sump pumps required for elevators in a single family residence?

ASME 17-2019 SECTION 2.2.2.5, states a sump pump or drain becomes mandatory only if the elevator includes Firefighters’ Emergency Operation. ASME A17.1. Section 5.31.1.2.2 requires that the pit be maintained clean, dry and properly maintained. This could require a sump pump depending on the elevation and location. This is a design and local official decision.
