Do the residential units above the parking garage have to meet Fair Housing standards and considered "ground floor units" ?

No. Units above the ground floor do not meet the definition of covered multifamily dwellings as defined by the FHA if they do not contain four or more units and have an elevator. Any units above the ground level not served by an elevator do not need to meet the Fair Housing accessibility standards.
