Question

Is the intent of the code to allow the burial depth of a single appliance gas line on personal property to be reduced from the required 12"?

Yes, Section 404.12.1 does permit individual outside appliances to be installed a minimum of 8 inches below finished grade, provided that such installation is approved and is installed in locations not susceptible to physical damage. This section takes precedence over the broader 12 inches requirement of Section 404.12, since it is more specific.
