Question

Does the "25% rule" exemption in 707.4 prevent owners from installing 75% of the glazing WITH impact protection while still allowing them to install 25% without within a 12-month period?

No, the intent is to allow up to 25% replacement without opening protection in a 12 month period.

Commentary

The code exception specifically indicates "...replaced components does not exceed 25% of the aggregate area of glazed openings..." The question itself eliminates application of the exception by indicating installation of more than 25%. NOTE: The intent of this exception is to allow for replacement of items such as a broken or inoperable glazed assembly without imposing the burden of upgrading an existing system.
