Does 553.791 (3) prohibit a licensed Engineer acting as the private provider inspection firm to perform services on their own residence where they are also the contractor as an owner-builder?

The last sentence of 553.791 (3) clearly indicates "A private provider may not provide building code inspection services pursuant to this section upon any building designed or constructed by the private provider or the private provider’s firm."
As the owner builder, they have taken the role of "constructing" the project and would be precluded from conducting inspections.
Further consideration should be given to "who did the design?" - the same individual is also precluded from conducting inspections if they did the design.
