Is it the intent of FEBC 407.1 to allow the direct & equal replacement of an existing generator serving an existing high-rise building with a "like for like" replacement with respect to primary fuel-source (Natural Gas)?

It is not a repair, this is a level 1 alteration, however, a replacement would not be a reduction in safety if the size and fuel source has not changed. If experience has shown that the gas utility provider is reliable, the exception to NEC 700.12(D)(2)(c) could apply as well.
