Question
Is the intent of FBC Section 102.2 to not allow metal fasteners in a Chickee as defined?

The exemption from code is for the members of the Seminole or Miccosukee Tribe to be able to build their traditional structures, the further qualifier for the exception is being built out of non-wood materials and does not include any electrical, or plumbing. The use of nails and/or spikes violates the exemption.
Commentary
If modern materials are used, or concrete, electric or plumbing are involved, plans and permits can be applied for, it is not prohibited, just not exempted per the statute and code section.
