Question

For the purposes of FBC 1004.5 and Table 1004.5 (Areas without fixed seating, A-2 occupancy with tables and chairs calculated at 15 net square feet per occupant), is aisle space that provides egress travel required to be included in the “net floor area” used to calculate occupant load?

Yes, it is. The code takes that into consideration to establish the 15 net per square feet per occupant.
