Is it the intent of section 453.1 to apply to a private educational facility?

Section 305.3 states that public and private educational occupancies shall comply with Section 468. Section 305.4 makes the distinction that only public education facilities shall comply with 453. Therefore, a private educational facility does not need to comply with the FBC453
