Is it the intent of FBC-B Section 1609.1.1 Exception 4 that NAAMM FP-1001 should be used for structural design of flagpoles? If 'yes', which edition?

Commentary

Section 1609.1.1 exception 4 only provides an option for the design of metal flagpoles. It does not say “shall”. If the standard of NAAMM FP 1001-17 referenced in Chapter 35 is not available, then the wind load design for this structure defaults back to Chapters 26 to 30 of ASCE 7
