Is it the intent of Section 302.2 and/or associated exception, to require that horizontal soffits installed within the first 4-feet on each side of a 2-hour fire separation wall be unvented or otherwise solid in construction?

No, unvented soffit & fire resistive construction are 2 totally different things.
