Question
May I please be excused (on the basis of 210.52(A)(4)) from installing pop up outlets in my quartz counter top 24" from either side of the apron sink?

The answer to the question is no. 210.50 requires receptacle outlets to be installed as specified in 210.52 through 210.65 for specific applications and uses the word "shall" making the requirement mandatory. Please do not mix wall space and countertop surface requirements, they are different. The Building Official has made a correct call for code compliance with the 2020 edition of NFPA 70, the National Electrical Code as currently adopted by the Florida Building Codes.
