Question

In Residential Construction, is it the intent of the code to require light switches controlling outlets or light fixtures at all entrances to a room.

No. Please see the attached commentary

Commentary

While we might believe it to be a good idea or if someone has a preference for a listed wall-mounted control device at each entrance, the code language does not require more than one listed wall-mounted control device. More than one is not prohibited nor is it required.
