Question
Is it true that if restrooms are setup as gender neutral, that fixture count can be calculated at 100 percent and the number of fixtures reduced if the occupant count complies with the minimum number?

Yes, but all urinals shall be within a stall just like the water closets and the requirements for potty parity under F.S. 553.86 must still be met.
