Question
The code states that Group R-4 occupancies can be governed by FBC-R if they are provided with an Automatic Fire Sprinkler System installed in accordance with section 903.2.8, regardless of the specific use (Group Home, ALF, etc)?

Yes, it can be built to the Residential volume if the other requirements of 310.6 are met, it can also be built to the Building volume as R-3 if the other requirements of 310.6 are met.
Commentary
R-4 occupancy uses are allowed as described at the same section; thus, is applicable. Also, it can be built under the FBC-R if sprinklered as noted, including the exceptions (depending of their applicability). In addition, The FBC-A applies due the change of use implications as noted in section 101.1.3 and the Florida Statutes ยง553.507(3) and 553.503.
