Does a well lit, single press button at 38" AAF which reads "press to open" alongside a mag-locked door with no panic bar requirement meet this code?

Section 1010.2.11 is for the door hardware release of electrically locked egress doors. Your question is more in line with section 1010.2.12, "sensor release of electrically locked egress doors." Section 1010.2.11 is for an electric strike door locking set up, while 1010.2.12 is for the mag lock set up. Your question, if based on a mag lock set would be outlined in section 1010.2.12. If it is simply a push button to operate a door hardware release, then the answer would be no.
