Question

Is it the intent of 2510.3 and ASTM C1063 to require that lath installed over structural wood sheathing be fastened through the sheathing and to the wall studs?

Yes, IF the sheathing is nonstructural. ASTM C1063 is a national standard written for open framing or open framing covered with nonstructural sheathing. If the sheathing is structural then the answer is No.
