Are locking freon access ports required for pool heat pumps?

Yes, the requirement for the locking caps is for any device that has refrigerant, and that has access ports that are not enclosed in the units cabinet.
Commentary
The chapter heading for chapter 14 is "Heating and Cooling equipment and appliances", 1411.8 is under sub heading as "Heating and cooling equipment", as heat pumps are heating and cooling equipment this section would apply to them as well. Overall purpose of the code section is to restrict access to refrigerant ports.
