Fixture count requirements for 150-seat restaurant

Question

For a Restaurant with 150 fixed seats, is the plumbing fixture count (table 403.1) requirement based on assembly occupants as defined in Sec 403.1.3.1 or is it combined with accessory spaces that have additional occupants by area?
