Question
Is it the intent of the code to say that for pools made with un-encapsulated rebar cast in concrete 680.26 B (2) (a) that, steel wire ties alone, with out a copper perimeter wire, is all that’s needed to bond the perimeter of a pool with this type of construction?

NEC 680.26(B)(2) does allow for the conductive pool shell steel to be bonded to the perimeter reinforcing steel at four uniformly spaced points using tie wire. An example where this option could apply would be a concrete pool deck with reinforcing steel installed around the pool and tied together with the usual steel tie wires.
