Question
Is it the intent of section 402.3 to only allow ventilation to an adjacent space for Natural Ventilation only, or can 402.3 be applied to Mechanical Ventilation as well?

402.3 can only be used for natural ventilation. Mechanical means of ventilation is a designed system and air transfers/openings would be calculated to provide proper ventilation
