Does the 48" reach range in section 308 apply to ceiling mounted surgery lights in a surgery lab?

The area in question is a teaching environment for surgery. Surgery rooms are not a public accommodation element.
Commentary
This is a work location and is designed as such. If required when a person with disabilities is hired or enrolled, reasonable accommodations would be required to be made. An accessible route is required to be present.
