Is it the intent of exception 2 for sprinkler protection to be required in a parking garage when, attached, Elevated pedestrian bridges are added in order to access adjacent buildings on a level other than the ground floor?

Commentary
Pedestrian bridges can be designed to create a single structure from the two if they are on the same lot or it can be designed as a Pedestrian Walkway - B3104.2 connecting two buildings.
