Question

Does the FBC state which page of the plan set a Construction Detail can or must be placed on?

No. As long as all required information is supplied somewhere in the set of plans, the FBC does not specify where the information must be presented.

Commentary

For purposes of expediency, it is to the interest of the design professional to prepare the plans in manner that the information required by code to be included is done in a way that such information can be easily located. This also helps with the actual construction being done properly by having the details easily identified.
