Question
Can a Roofing Contractor install Clay tile after on a roof after removing existing tiles and foam from the granular cap sheet and reinstall 30# felt mechanically fasten with tin tags and 1- 1/2" roofing nails and apply Polyglass TUMax and foam and screw tiles back in place

It sounds like this is a repair and needs to comply with the section on repair. If the installation is in accord with the NOA or PA, yes.
If this is not in reference to a repair, please see this area if the petitioners question is addressing an existing roof tile assembly where a self-adhered tile underlayment was attached directly to the roof substrate. After removing the existing clay roof tiles and tile adhesive from the granulated self-adhered tile underlayment he is proposing to leave the self-adhered in place and that is why the code reference is Section R908.3 Recover verse Replacement - New roof coverings shall not be installed without first removing all existing layers of roof coverings where any of the following conditions occur. The mechanically attached 30# felt would be installed directly over the self-adhered product, the Polyglass TUMax self-adhered tile underlayment installed over the 30# anchor sheet. The petitioner also implies the original clay roof tiles would be reused and installed with foam and screws which is now allowed per section R908.5 Reinstallation/reuse of materials, and this is only if the Building Official approves and the tiles meet all compliance requirements.
Additionally, the refastening of the roof deck would need to be verified per R908.7.
