Question
Does section 1015.1 apply to dune crossovers which are constructed to access a beach? Does this section also require that guardrails, stairs, and handrails in these dune crossovers meet the requirements in this chapter even though they are not part of a building means of egress?

Section 1015.1 is found within Chapter 10 Means of Egress. Means of Egress is defined in Chapter 2 as: A continuous and unobstructed path of vertical and horizontal egress travel from any occupied portion of a building or structure to a public way.
A Structure is defined as: That which is built or constructed. Based on code definitions, a dune crossover is a structure which is constructed, and Chapter 10 requirements for guardrails, stairs, and handrails, unless specifically excepted, are required.
