Question
Is it the responsibility of the applicant, rather than the building official, to select the compliance method in accordance with the instructions provided in FBCE 301.3?

"as selected by the applicant" means the applicant makes the selection. The selection must be correct for the situation, and can be confirmed or rejected by the Building Official with reasons.
Commentary
According to FBCE, Section 301.3 The alteration, change of occupancy, addition or relocation of all existing buildings shall comply with one of the methods listed in Sections 301.3.1 through 301.3.3 as selected by the applicant. However, the applicant must indicate to the B.O. if he or she is using the prescriptive, work area or performance method.
