Fire-resistance separation of rooftop structures

Question

Is it the intent of the section 1510.5.1 requirement for the 1.5 hour fire-resistance rating separation to be protection that protects the building below from a fire starting in the rooftop structure or does the separation also protect the tower from a fire starting in the building below?

Section 1510.5.1 refers to construction in accordance with section 711. The title of section 711 is Floor and Roof Assemblies. This would indicate the separation must be rated from both sides.
