Question
Is it the intent of FBC-Residential R2503.1 to allow an underground DWV test on a single story house to serve as the complete required rough plumbing test - eliminating the need for any testing of above-grade piping subsequently installed?

No, testing only the underground DWV system does not satisfy the requirements of the section P2503.5.1, which calls for a 5 ft. head test above the highest fitting connection. Branch tees and waste arms are usually installed subsequent to the underground plumbing, and it is important that these joints be water tested as well.
