Question

Is it the intent of section R310.1.1 Operational constraints and opening control devices that the two tabs at the top of replacement vinyl impact windows that allows the lower window panel to be opened inwards to allow for a larger opening size be excluded as special knowledge?

If this is a replacement, you need to go to the FBC-Existing. Section 702.4 which provides requirements on window opening control devices and 702.5 is specific to the replacement of emergency escape.
