Question
Is it the intent of FBC 456.3.5 to disallow electrical devices such as GFI receptacles in Public Food Service Bathrooms, and to allow "only a wall switch or approved pull cord?"

Yes, It appears that is the case based on the wording contained in that section.
Commentary
Any other devices or wiring would be approved as an alternate material and method per section 104.11 FBC-B
