Question
Is the intent of the Florida Building Code Section 449.4.2.2.3 to include the replacement of back up electric generators in substantial improvement as defined in section chapter 2?

No. Generators would be required to be installed at the Design Flood Elevation (DFE), however, do not constitute substantial improvement.
