Are B and A3 uses allowed as accessory in S use, if the total area of B and A3 uses are less than 10% of the total S area ?

Yes as allowed in Section 507 that has specific options for unlimited buildings. Please see the attached commentary.
Commentary
Section 507 is specific for the options for unlimited area buildings. Section 507.1.1 refers you to Section 508.2 unless you are meeting the other criteria/requirements of 507.2 - 507.13.
Section 507.6 would be specific to the prime Group A-3, Type II. That is not what you are stating.
Section 508.2 - "Accessory occupancies are those occupancies that are ancillary to the main occupancy (S1) of the building."
Section 508.2.3 "......Aggregate accessory occupancies shall not occupy more than 10 percent of the floor area of the story in which they are located and shall not exceed the tabular values for nonspriklered buildings in Table 506.2 for each such accessory occupancy."
