Question
Is it the intent of FBC code Section 403.2.1.2 to allow 1-hr. rated shafts for the entire height of a high-rise building (not greater than 420’ high), thus overriding the code requirements of FBC code Section 713.4 which says that shafts (4) stories or more need to be rated for 2-hrs.?

Yes, provided the installation meets the sprinkler placement criteria within the shaft and not exceeding past 420 feet in height.
