Question

Is it the intent of this code, which references 603.1, to apply to only the building elements that are within the building envelope? Wouldn’t it also apply to all building elements which are part of the building, including portico/canopy roof structures attached to the building on the exterior?

Answer to the first question is no. Answer to second question is yes. The items listed are parts of the building whether enclosed with exterior walls or not and must meet the requirements for the type of construction used for the building.
