Question

Is it the intent of section 2709.4 to allow a "General Purpose" drain without a flange or weep holes that does not meet approval standards from table 2701.1 to be used in concrete recessed showers that have no liner on the first floor level?

Yes. See previous BOAF Interpretation #8126. P2709.4 only applies to showers having pans or lining. ASME/ANSI A112.18.2 likewise only references requirements for subdrains for built-up shower pans.
