Question
Is it the intent of this section to require that each shoring and reshoring installation be certified by the Contractor performing the work, in addition to the inspection that is required to be performed by the Professional Engineer that specializes in shoring design?

Short answer is yes on threshold and no on non threshold. Please see the commentary for additional information
Commentary
Section 110.8.2 refers to threshold buildings and contains wording that comes directly from Florida Statute 553. "The special inspector shall determine that a PE who specializes in shoring design..." 110.8.4.3 refers to any building that is not a threshold building to have its shoring inspected by the contractor. Two distinct issues. When it is a threshold building, it is anticipated the shoring contractor has inspected his own work, prior to the shoring engineer inspecting as part of the threshold inspection plan.
