Is it the intent of Section R316.4 that an approved Thermal Barrier material such as DC315 be used to separate foam plastic insulation from the interior of a garage and also meet the requirements of R302.6 (Dwelling-garage fire separation) when applied to the garage side as listed on Table R302.6?

No. While the product may be tested as a thermal barrier and an ignition barrier, these barriers are not what is called for in Table R302.6. The ES Report 3702 contains no indication the material may be used as other than a thermal or ignition barrier.
