Is an exterior stairway of a residential apartment building classify as an open structure under exception #3?

No. Exterior stairs are not open structures (pole barns, eating pavilions.......). If you go farther into Section 1006 to 1006.1.3, that section specifically addresses floors and walking surfaces and increasing the candle rate to 10.
