Question
Is it the intent of section 110.8.1 to require a (Threshold) Special Inspector to perform the required inspections of structural repairs that are intended to restore an existing building to the original design condition? There are no modifications, changes, additions or alterations to the structural system or structural loading of the building being proposed.

The answer is no if the repairs described in the Comments are nonstructural assuming the building is a threshold building. The answer is yes for items that are structural such as the cracks if occurring in structural elements or the replacement of corroded rebar,
