Equal Changeout of Electrical Panel

Question

Is it the intent of the Existing Building Code section 701.2 to allow an equal change out of an electrical panel in a location prohibited by NEC 2014 110.3B, 110.26 and 240.24D,E.

No, The purpose of the code is the protection of life, property and emergency responders. While the panel may be able to be turned the other direction or the current panel used as a junction box, which is permitted in the closet, the location should be changed.
