Question

Is it the intent of this section to have a rated exit access corridor for the work area of a 2 story group B office building with multiple tenants and an occupant load of over 30, unless the story is provided with sprinklers and the stair and landing below as specifically noted in this section?

No, that is not the intent of this section. Section 804.1.1 does not assign a specific rating, it simply provides a means for reduction if applicable to the site conditions.

Commentary

You might look into section 1004 of the existing building code to achieve a rating per occupancy.
