Question
Is it the intention of FBC mechanical 302.4 to not allow air handlers to be suspended from a truss unless the contractor provides a letter from a registered design professional stating the truss can handle the load ?

Yes. Other relevant sections are FBC-R R802.7.2 and R802.10.4, and FBC-B 2303.4.5
