Question: Is mechanical exhaust ventilation required for SFR's that have garages ?

Firstly, the code cited does not apply to SFR. To answer the question, no; unless the blower door test indicates an air infiltration rate of are less than 3 ach thereby triggering a requirement for whole house mechanical ventilation. (FBC-R R303.4)
