Question

Regarding the vertical portion of a residential Metal Drip Edge that is covering a 1X3 wood drip edge that is at the roof line, at the top of a 1X8 wood facia: the vertical side of the Metal Drip Edge would need to be a minimum of 3 1/2 inches, covering and extending below this 1X3 inch wood drip edge a minimum of 1/2 inch? 3 1/2" total length, Yes or No?

No. Section R905.2.8.5 requires that eave drip edges extend 1/2 inch below sheathing. The term sheathing in this Section refers to roof sheathing or roof decking material only; not fascia.

Commentary

The building code is a compendium of minimum requirements and cannot be viewed as a document containing "best practices".
