Question

Are the 2 required 20 amp branch circuits required to be installed for a Summer Kitchen built outside usually on a pool deck attached or not attached to the SFR structure.

Yes, according to NEC 210.11 (C)(1) two or more 20 amp circuits are required for every residential kitchen, not just counter-tops. In addition, NEC 210.52 (B)(3) further states that "no small-appliance branch circuit shall serve more than one kitchen

Commentary

If it meets the definition of a residential kitchen it requires the small-appliance branch circuits. If a portable grill space is provided this would no longer be a kitchen by definition.
